VIII. Omega Fills a Key Role in the 287 (g) Program

OSS, in conjunction with 8A contractor ALON, Inc., is now supporting the high profile ICEHQ Office of State and Local Coordination (OSLC) by providing a retired senior special agent
with over thirty years experience to serve as the all-important Training Manager. This Senior Advisor / Analyst is directly responsible to ICE state and local law enforcement partners as well as the ICE Management Team.

The ICE Office of State and Local Coordination is responsible for local delegation of authority for the State and Local Officers Training Academy, which reflects ICE's unyielding commitment to partnering with their law enforcment counterparts to ensure the safety and security of the Homeland through education and cross-designation. OSLC has initiated ICE ACCESS (Agreements of Cooperation in Communities to Enhance Safety and Security), an umbrella of services offered for assistance to local law enforcement officers. ICE ACCESS provides local law enforcement agencies an opportunity to team with ICE to combat specific challenges in their communities. The 287 (g) Program is one component within ICE ACCESS.

This Program cross designates local officers to enforce immigration law as authorized through Section 287 (g) of the INA. The 287 (g) Program is only one component under the ICE ACCESS umbrella of services and programs offered for assistance to local law enforcement officers. ICE agents and officers meet with agencies requesting ICE ACCESS assistance to assess local needs and to draft appropriate plans of action. Based upon these assessments, ICE and the local partners determine which type of relationship is most beneficial and sustainable before entering into an official agreement.

The Omega Associate is responsible for:

  • Management and oversight support of the ACCESS Program. ACCESS entails professional and technical administration with nationwide impact.
  • Overseeing planning and timely execution of ACCESS through subordinate divisions, including FLETC, State and Local law enforcement.
  • Evaluation of the operational needs of State and Local agencies, which can be fulfilled with the resources of ACCESS in order to effectuate laws and policies.
  • Determination of the goals and objectives of the Program.
  • Assure implementation of the ACCESS Program in other ICE offices in conjunction with other agencies.
  • Development of measures that evaluate Program productivity, make recommendations to ICE and management of all Program resources.
  • Adjustment of content of the training to address civil rights concerns.
  • Provision of training and mentoring support.
  • Assistance in the development of Program SOPs and associated guidelines.
  • Management of both organizational changes and changes to the content of the ACCESS Program.
  • Serving as an ICE liaison in dealings with State, Local and Federal law enforcement agencies as well as providing liaison to ICE top management.
