Omega Secure Solutions (OSS) was formed by former immigration law enforcement professionals in order to find essential answers to long standing immigration law enforcement problems.

These retired special agents held a variety of management positions in the legacy Immigration and Naturalization Service (INS) and dedicated all of their working lives to bringing innovation to the missions that are viewed, post 9-11, as essential for preservation of our nation’s security.
 
This combination of experience, forward thinking and vision ensures that OSS will deliver a dynamic solution for Homeland Security problems through partnerships with involved agencies. OSS Directors possess the working  knowledge, from both the field and management levels, to qualify as true subject matter experts.
 
OSS offers core competencies in immigration / border security matters that few possess at this crucial time in America's history: extensive knowledge of government operations and processes, technical expertise in federal law enforcement and intelligence automated systems, and demonstrated excellence in analysis and recommendations for process improvements.
 
The OSS Directors enjoy well-deserved recognition and credibility in professional federal law enforcement and intelligence agencies within the Departments of Justice and Homeland Security. OSS will assist its clients in developing the right approach to components within those Departments as well as actually gaining access to key decision makers. OSS Directors

Robert A. McGraw
Mr. McGraw has over twenty-five years experience in immigration law enforcement. With extensive involvement in the federal task forces for narcotics and counterterrorism, he is widely regarded as a subject matter expert in immigration and nationality law. Mr. McGraw singularly accomplished all the INS Headquarters staff work that led to full participation in the Organized Crime Drug Enforcement Task Force (OCDETF). Mr. McGraw served as the principal liaison between INS and the law enforcement / intelligence community on extremely sensitive counterterrorism and counterintelligence investigations. He authored the Memorandum of Understanding (MOU) between INSHQ and FBIHQ for INS participation in the Joint Terrorism Task Force (JTTF) and managed INS special agent activity in the Task Force. He worked the 9/11 criminal investigation at FBIHQ. In addition, Mr. McGraw served as the INS Agency President for the Federal Law Enforcement Officers Association (FLEOA) from 1996 to 2002 and worked diligently on Capitol Hill for the bureaucratic seperation of the immigration enforcement and service missions.

Louis F. Nardi
Mr. Nardi finished a twenty-seven year law enforcement career in INS as acting director of the INS investigation division. Among his accomplishments, he developed and implemented revised Department of Justice guidelines relating to the use of Title III wire intercepts (wiretaps), the use / control of confidential informants, as well as managing all undercover operations in national alien smuggling investigations and airport and sea port smuggling initiatives. In addition, he served as the field office director of the INS offices in Chicago and Baltimore. Mr. Nardi had retired and taken on a management position with a leading Washington contractor at the time of the 9-11 attacks. He was subsequently asked to return to INS as the Deputy Director of the National Security Unit (NSU). During his time back at INS, he managed daily operations of both the NSEERS and IBIS programs, and provided oversight for INS’ national JTTF programs.

Bart G. Szafnicki
Mr. Szafnicki concluded a highly distinguished career in both the Border Patrol and Investigations Divisions of the INS by serving as the U.S. Immigration / Border Patrol Attache in Ottawa, Canada. Mr. Szafnicki was the principal representative for the INS to Canada, reporting directly to the U.S. Ambassador in Ottawa. During his tenure, he led the development of enhanced bi-lateral border procedures for immigration issues in the aftermath of 9-11. He worked closely with both the Royal Canadian Mounted Police and Citizenship & Immigration Canada to put in place enhanced border controls and information sharing processes. He was an integral part of developing and implementing several new and improved enforcement initiatives, including: Integrated Border Enforcement Teams (IBETS); NEXUS; Pre Clearance Inspection; and a Joint Law Enforcement Anti-Smuggling Program. Prior to his assignment in Canada, Mr. Szafnicki served in a collateral role as the lead manager / instructor in the International Association of Chiefs of Police (IACP) and INS partnership, which trained in excess of 3,000 State and Local Law Enforcement Agencies throughout the United States on immigration enforcement matters.
