Omega played a prominent role in formulating the winning Proposal on behalf of the IBM Team and will do likewise for delivery of the solution. The Award was announced in September of 2009.

The objectives of two prominent ICE initiatives, Secure Communities and Interoperability, are expected to significantly impact the systems used at the Law Enforcement Support Center. The operational rollout of the joint Federal Bureau of Investigation (FBI) / United States Visitor Immigrant Status Indicator Technology (U.S. VISIT) Interoperability Program will enable automatic fingerprint searching of US VISIT's Automated Biometric Identification System (IDENT) whenever a law enforcement agency (LEA) anywhere in the country submits fingerprints to the FBI's Integrated Automated Fingerprint Identification System (IAFIS). The Interoperability Program will result in large numbers of real-time identification of criminal aliens who are in temporary LEA custody nationwide.

ICE's Law Enforcement Support Center (LESC) in Vermont, is the single ICE centralized national resource responsible for responding to status determination queries, including Interoperability "hits" against IDENT. In 2010 and 2011, these additional queries will increase the volume by an estimated 30-times the current processing level. In 2012 and 2013, the average expected increase in volume is four percent with a maximum expected increase of fourteen percent. Due to the significant increase in query volume that is expected as a result of these two initiatives, the LESC has recognized the need to improve its processes and technology to optimize the use of available labor resources.

ICE's LESC Modernization effort involves designing, acquiring and delivering IT services that provide critical information to ICE's mission and business decisions. To support the ongoing Modernization effort, the ICE OCIO requires technical services to include requirements gathering, design, development, testing, integration, implementation, maintenance and infrastructure support of a new Automated Threat Prioritization (ATP) service.

Omega is providing mission-critical senior domain subject matter expertise in order to address the threat prioritization of criminal aliens as well as the tracking of federal and state criminal codes to provide proper classification of those subjects for overall risk analysis and management. Omega will play an integral part in the requirements gathering phase of the Project. Fully operational capability will ultimately prioritize criminal alien subjects based on current arrest, criminal history and projected release date.

OSS Associates to engage in the following areas:

• Provision of subject matter expertise with DHS ICE and the LESC mission, operations, business processes and systems.
• Provision of subject matter expertise in the area of criminal justice and criminal law including experience with criminal history "rap sheets", their outputs, and how criminal law is included for analysis of current charges and prior convictions.
• Provision of subject matter expertise regarding ICE external systems interface to DOJ / FBI
  (i.e. NCIC, NLETS,), CBP, USCIS and related federal immigration law enforcement systems.
• Hands on experience with and knowledge of ICE outreach and coordination with state and local LEAs.
