OSS’ Training Division has developed an immigration-related training program for state and local law enforcement agencies, other governmental agencies, and businesses that deal with real life issues on a daily basis.

INTRODUCTION TO IMMIGRATION LAW, POLICY, AND PRACTICE

TRAINING OBJECTIVE:

To provide state and local law enforcement, governmental agencies, and businesses with a basic understanding of immigration law, policy, and practice that will help improve performance of official duties and responsibilities in a matter that observes laws and regulations while respecting the rights of non-citizens.

AUDIENCE:

Immigration is now affecting every community in the United States - from law enforcement officers encountering foreign nationals during routine traffic stops, to municipal workers determining eligibility for benefits, to corporate human resource departments attempting to understand and comply with hiring requirements.  It is imperative for civil authorities and businesses to understand how to navigate the complexity of immigration law and the myriad of immigration classifications.  This training is tailored to the specific needs of an agency or business, featuring instructors who have served as immigration officers and are experienced in working with both public and private sectors. This content-rich, well structured course will provide the knowledge and tools to operate effectively and correctly in this complicated area of regulation.

COURSE CONTENT - WHAT IS COVERED

For Law Enforcement - This four-hour course covers all the basics of immigration: obtaining U.S. citizenship, legal immigration, immigrant classifications, non-immigrants (such as visitors, guest workers and students), illegal aliens, detention and removal, criminal vs. administrative violations, refugees, political asylum, etc.  Our training explains the documentary requirements for various classes of aliens and how to detect fraudulent immigration documents.  Terrorist tactics, alien smuggling, human trafficking, naming protocols, and more are covered and explained. Immigration enforcement as a tool for law enforcement is also explored.  Suggestions are given on how to work with alien victims and witnesses.  Also covered are issues of cultural awareness, alien rights, consular warnings, and the use of interpreters.  Local areas of concern are discussed during a question-answer session.

This course is designed for law enforcement officers; however, it can be modified for other regulatory agencies such as motor vehicle or public transit authorities etc.

This is an excellent pre-requisite course for any law enforcement agency that is contemplating participating in the Immigration and Customs Enforcement (ICE) Section 287(g) delegation of immigration authority program.

For Government Agencies - This four-hour course covers the basic understanding of immigration law,  classifications of immigration status, and identity documentation that will allow examiners to better determine eligibility for federal and/or state and local benefits, contracts, grants or other programs.  The course will discuss the SAVE (Systematic Alien Verification for Entitlement) program and how to collect data from applicants and check against existing government databases.  The course will cover document training and provide a basic understanding of documentary requirements and examples, including instruction on recognizing fraudulent documents.  It will also provide assistance in successfully working with diverse populations.  The curriculum will be customized to incorporate unique state or local laws and regulations.

For Businesses - This four-hour course will review the Form I-9 immigration status verification requirements for employers.  The course will explain the various immigration classifications, how to determine eligibility for continued employment, and how to insure compliance with federal and/or state requirements.  The course will review the types of documents that are acceptable to establish identity and work eligibility in the United States and show examples of each.  The instruction will review the most common types of fraud encountered by businesses and strategies to protect your company from government and civil penalties.  The course will discuss the federal electronic status verification program (Basic Pilot) and how to participate.
